Certainly, any evolution of temporary entry provisions into large plurilateral trade agreements or broader multilateral initiatives must take into account the growing importance of India and China, two countries that put more highly skilled temporary workers on the world market than any other. For example, the visa author`s calculations issued by the U.S. Department of State to highly skilled Indian and Chinese nationals who wish to work in the U.S. under H-1B and L-1 visas for intra-company transfers. These are then compared to all visas issued under various temporary entry provisions under the U.S. trade agreements that have been the subject of this document.
